In the terms of comprehensive development level of economy and society, Yiwu ranked the 17th in the top 100 counties of the country and the 1st of the 22 county-level cities in Zhejiang province in 2003. The annual trade volume of the China Commodities City ranks the top among the specialized markets of China for 14 years successively. The first and second parts of the International Trade Mart are put to operation, which enables Yiwu market a new span. The market of Yiwu has not only become the biggest modernized market in the world but also brings along the fast development of the emerging tertiary industry, such as exhibition, shopping and tourism, logistics, etc. With a view to strengthening pillar industry, Yiwu continued the strategy of “trade industry promotes manufacturing industry”, stressed structure adjustment and industry upgrading, vigorously pushed technical innovation of enterprises forward and persisted in the road of new-pattern industrialization. Improvement and rectification of the development zones and the land market produced a marked effect. And we also achieved remarkable success on intensive development of land, construction of standardized factory buildings, technical innovation of enterprises, listed stocks and setting up of brands. The industry construction was continuously optimized and the building of the international commodities manufacturing base was speeded up. In 2004, the industrial gross turnover reached 49.25 billion yuan, including industry of large scale 18.67 billion yuan, 20.1% and 33.3% of increase respectively. 118 technical innovation projects had started (including 23 projects with an investment larger than 20 million yuan) with a total investment of 3.1 billion yuan, 40% more than that of last year. There are 32 famous brands and 11 famous products of or above Jinhua Municipal level, including 2 China famous products, making a new breakthrough. 2 more limited joint-stock companies were set up. Zhejiang Nengdali Group Co., Ltd was listed on the Singaporean stock market. Yiwu fully implemented ten policies to support agriculture and energetically promoted to manage agriculture on a commercial basis. Food production regains increase. Modern agriculture, such as flowers and plants and livestock farming developed rapidly, and farmer’s income increased steadily. Vegetable and fruits, flowers and plants and livestock farming have become the pillar industries of agriculture in Yiwu which occupy more than 60% of the whole turnover of agriculture. On the basis of economic growth, we attach more importance to promote overall and harmonious development. At the turning point of electrification of Zhejiang-Jiangxi Railway, Yiwu successfully started the railway transposition of the Yiwu section. We strengthened the planning and construction of downtown area and the management of key projects, such as roads. The city stretches promptly as the frame of the main roads net has basically formed. During 2004, Yiwu built 75km of roads (including 63.5km of highway), 6.3 million square meters of greenbelt and extended a construction area of 2 square kilometers. There are 496 foreign business offices in Yiwu (205 newly established), occupying 1/3 of the amount of Zhejiang Province. 6 of the top 10 ocean shipping groups of the world have set up offices and there are over 1000 TEUs of goods exported everyday. Yiwu also increasingly enhances spiritual civilization, ideology construction, and the under-ages’ ideological and moral education. Both of the construction of ideology, morality and culture and the rectification of culture market and social ethics in rural areas effect apparently. Social undertakings, such as education, sanitation, culture and sports, broadcast and TV and social security develop vigorously. Yiwu also passed examination and check of the National Health City. At present, Yiwu is making efforts to build into a National Civilized City and quickening the pace of building into a National Garden City, a National Model City of Environmental Protection and an Ecological City to optimize the living environment. At present, Yiwu city owns a capacity of 390,000kw of private-owned generating sets, basically relieved the restriction of industrial power. To cope with the long-term drought which happens only once in the recent 50 years, we insisted on tapping new sources of supply and reducing consumption together. For one hand, we built emergency water-supplying project, carried out the program of region-to-region water diversion and produced artificial rainfall, for another hand, we used water resources in a scientific and planned way. Thus, we fundamentally relieved water shortages. There is no stability, there is no harmonious development. In 2004, taking “A Sound & Stable Yiwu” as a turning point, we took great effort to maintain stability, pursue harmony, build a harmonious society in an all-round way and form powerful capacity to push social development. We highly value and actively maintain social public security, make further improvements on public security emergency system and reinforce the prevention, relief and protection ability. We put safe production management system in good order and strengthen its fulfillment, and spare no efforts to rectify “3-in-1 enterprises” (workshop, warehouse, dormitory in one). During last year, we organized cadres and the masses to launch carpet check to 2278 such enterprises on their safe production for 3 times and rectified 2219 of them, among which 605 were shut down for not being qualified in safe production. Thus, we eliminated hidden danger at the maximum limit and there was no fatal accident in manufacturing. We unceasingly strengthen intellectual property rights protection and fight tort so as to standardize market order. In order to maintain social stability, we practically reinforce the construction of public security system and consistently keep the high-handed policy to deal with serious criminal offences and economic offences. Some banking reforms, such as the reform in rural credit cooperative, are being propelled steadily. We try to develop processing industry and continuously enhance the radiative function of market economy in Yiwu.
